Cobra 29 ltd giving me a fit

I have 2 cobra 29 ltd classic s 1 has ifr520 upgrade 1 no mods, both tx light works stock does nothing. The mod unit has no carrier but does modulate about 12 watts pep. Can't find the issue for either.
