That's correct, the buttons are upside down because the guy I this from (BellsCB.com) put them that way because I was mounting the amp with the fan facing sideways or right side up, that way I could just glance at the buttons to see the buttons easily. I don't know why he left the meter the way...

I do know that with just the power button pressed, that's the highest power setting.
