Keep in mind a battery doesnt like to be charged to fast. Therefore the transformers used in alot of the battery chargers do not do for excessive extended amounts of current being pulled.
The larger battery chargers I have seen are good for usually 50A continuos pull, and peak at 100A or so...

Not sure about tripp lite but I was thinking that the transformers for alot of those supplies were 18-24VAC on the secondary then they are rectified and are regulated from there thru a voltage regulator and pass transistors.

Like Bob said if you look at where the choke goes it is a pad that has a wire from under the board coming up in the center. This wire should run back to the relay's center leg and toggle between the bias supply when biased and ground when not.

My first stab at a solution would be to add a LPF- low pass filter to the back of the amplifier. Rf is radiating into the circuitry of the mouse and causing the problem the other solution is go to a non-Optical or IR mouse as it uses mechanical mechanisms and not electronic as the Optical ones...
