The Alex Loop is using a Faraday coupling loop which is the small loop that you see either at the base or at the top of the the magnetic loop. Capacitive coupled antennas do not have Faraday coupling loop.

Yes it will work. If you do so make sure to ground the base of the V4 to your vehicle chassis with a ground wire. The V4 will cover 2M to around 20M depending of the antenna installation and height on your vehicle.
