Right now I am running an export ( General Lee ) and a skip shooter 4.5 footer in a semi truck. Tuesday I was south of Chicago talking to Florida. Deal with bonding issues and be persistent.
I'm 58 years old..so I lived through the CB boom of the seventys. I have been a truck driver for most of my adult life. I estemate one third of truck drivers at best have and use their CB. the numbers don't look good but a hand full of people will keep it alive.
I also use a skipshooter at this time. I like it and it's rated for some power...how much power I'm not real sure, but I don't have a box in line for now.
Does this guy have a CB shop and deals in used radios? If so what would you expet? Or maybe he is in a diesel car aka semi and buys and sells used radios. Again, what would you expect?

Use your radio on D assuming it's been converted. Or get the ham ticket as suggested.
Your paint well be effected without an amp eventually. With a 12 year old truck are you really concerned? If you can get over that, I would say a five pill is the upper limit. Some well disagree.
That set of Hustler duel antennas was my first on a 1970 Chevelle.
I don't think I would use them again. If it were me, I would use something modern and efficient.
