big rain this morning = high SWR on new antenna?

I think you are right. In fact the connector from the SO239 to the tuning ring was tightened all the way, but it was a little loose when I checked it today... but it would not get any tighter... i fixed that... So I am thnking that it might have been that way even when I tuned it and some how I just missed it. maybe that caused the antenna to read wrong. I know that I had to adjust the element a little longer (6"-8"?) to get it to read correctly. So... maybe that's the issue? I am going to pull it down and try this again.
 
ok it is wit out a doubt water related. This morning the SWRs are down to just under 1.2 @ 27.385 MHz but are still flat @ 26.5MHz. I think I will let it dry out a few more days before I try to seal it up.

Your bandwidth looks good to me, and I like the fact that you used a constant step rate in frequency. Just fix the potential for the water problem and you should be good to go.

You might try and locate some Cross Devices Teflon water repellent that goes inside of the connector, that helps to repel water from any source. It's called Stuf, it's cheap, goes a long way, it's not messy, and "A little dab el' do ya'."

Yeah it really starts falling off fast after that 2MHz window. So should I pull it down and retune as well?

IMO, no, that one is likely doing good if it does 2 megs. If you aren't good with the center frequency, then yes, but that nice BW should do you just fine within a reasonable range.

I think I would be a little more happy centered at 27.500 kinda the best of both worlds
 
retuned it, and made a new wire to go from the SO239 out of the braid of some old RG8u

now it is centered @ FLAT @ CB CH1 and flat all the way up to 27.600
