If you read the NAL - he was warned repeatedly over a number of years.

The guy never had a license of any kind, just had the $25 necessary to buy a bunch of Beofangs and Whoshuns.
This is why I think AMAZON.COM and EBAY should not be allowed to sell amateur radio equipment online to just anyone, and the reason why these Beofung and Woshuns never should have been allowed into this country.
They never were Part Type Acceptable for any radio service, and yet after a sizable contribution to The ARRL - The ARRL deemed them usable and even went so far as to promote them, both in their magazine ad's and in their lab reports.

I dunno about "Part Type Acceptable", but, all models sold in the U.S. were certificated for either part 90 or 97 usage.
