Palomar TX100 Relay Chattering

Hmm. What is the average cost to fix any kind of electronic gadget that is 40 or more years old?

Cheaper than a 40 year-old car, for sure. There is no 'average' cost, considering the way mileage will affect the list of things you must replace. Not an easy thing to predict. And there is no odometer to read the mileage, like a car.

But the age of that one means that all the electrolytic capacitors are on borrowed time, not just the one connected to the "SSB" switch.

At the very least, change C22, the 1000uf 25 Volt filter cap for the relay and preamp power. C11, a 10uf 25 Volt should get changed, as well. It serves to prevent chatter on AM and SSB both. And C23, the 500uf 25V capacitor is the one connected to the SSB-delay switch.

After this many years, none of them should still be good.
