A vertical antenna should be mounted mounted. vertical This keeps the polarization vertical whereas a 45 degree angle makes it neither vertical or horizontal. This will have an effect on local TX & RX since mobiles and many base antennas are vertical.
There are some justifiable reasons for 45 degree mounts
Clearances if you drive where you're hitting tree limbs and bridges.
Also classic style trucks with twin stacks put antennas close to them which can cause tuning issues.
But for most, it looks cool to "Bull horn" your antennas and that's what matters!
