The notes by Rick Jackson on the left side of the schematic (above) suggest this:
Check C117, I (personally) have seen this capacitor go bad or even partially bad putting it in TX while still in RX, just enough to trip the TX switching transistor, but not enough to "short out" the RX side, and I have seen the same equivalent thing in a Cobra 25LTD (C114) too.
