I think the legalizing FM thing would be like how AM and SSB operators use to be (and to some point still are).
SSB ops use to be a bit more civilized than the normal AM crowd.
FM would me similar (for a while), mainly because the standard Cobras can't operate in the mode, so It would mainly...

I have a few of those QYT/BTech Vhf/UHF rigs, that work great and fit in little spots...
I was looking that the AT-778UV mainly because... it matches the Apollo II... and gets really good reviews.
The Retevis RT-95 is less expensive, but I decided to build all Anytone this...
I plan to throw it on the O'Scope this weekend and make sure it is at 100% modulation
Then figure out the adjustments to set the Carrier/FM, Deviation, etc and running a low Carrier to keep the KL-203P happy
You are correct, it would be quieter, better audio.... No more BS "PEP" watts, no pissing contests about "Look at that SWING!"
I like AM as well, but for local comms, FM would rock....

Is the tower they are putting up able to handle any decent 11 meter antenna?
If nothing else, you could fab up a 1/4wave Ground plane with a 102" stainless whip and mount that on the top... very low wind load
