I would bet a close inspection of the caps once removed from the pcb would show a tattletale black mark somewhere.
Disconnect the AC leads and secure them out of the way. Maybe with some electrical tape on them. Turn the supply on and you shouldn't have any issues if the caps are the issue. If...
Both responses are correct, also one thing to take note of is that your state of tune will change depending on the amount of drive you apply. So if you tune this thing for one level of power, it'll change a little bit if you lower the drive significantly
I mean, if it literally "just needs tubes" i might do it. But if i had it, spending 125-250 for a set of tubes to maybe get 700w on am... I dunno. A gi7b would make same power with that supply and they are $30.
I think production stopped on these right around the time of the original post. Perhaps @nomadradio knows better.
My opinion, they were cool 18 years ago when they were cheap. But for perspective, an ameritron al811h was $900. Now its ~$1500.

Building tube based amplifiers is 95% metal work, specifically cutting holes just right and putting them in ideal locations. The electrical part is very little time honestly. I can build almost any size amplifier in about 16-24 hours working time. The wiring and tune up / optimization process...
Shorting switches are certainly superior, if you can get a big one. If guys would use an mfj to tune their tuners up before using power it would save them. Also, just dont move the roller under power. Move it a bit, then test.
