If the antenna looks structurally sound, then I would have to agree with jessejamesdallas. You most likely have some water in the coax or antenna.

I was actually on the 5 element this morning on the horizontal. It was way quieter. I just spun the pole facing north using the compass on my iPhone :) That is just 10 feet off the ground too!

Dang. 800w is more than enough. With conditions behind you your really talking. I'm just running 200w on ssb and seem to be able to talk ok when we got conditions. When we don't I can barely talk over to the next county lol
