I would say those are from the first run. Be interesting to see if we can nail down the issue to serial numbers. Would help Anytone if they were interested.
Mine with the issue ends 0490. You could think they were from the same batch? Perhaps it is something to do with the type of antenna as well. I use an ungrounded split element yagi.
Oddly enough I seldom use the noise blanker but your findings dont surprise me. I am sure it is all tied into the noise issue in some way. The fact the early N2's worked fine should point the way for anytone to fix the problem.

In the interest of disclosure, this walk around was developed in conjunction with Pez a member of this board also. It was all his fault for having an earlier radio that did not exihibit the noisy receive and wayward S meter reading.
What antenna are you using and have you tried it with another antenna or dummy load as opposed to no antenna. It looks like our radios came from the same production run. I also hear those noises you speak of..I assumed from the NR as it reacts to incoming signals or settles down after changing...
With the antenna removed and all knobs to the right, no reading at all on the meter and very little volume at all from the speaker..in fact nothing. I do run a 6 element beam at 120' and that could well be part of the problem. Just might be overloading the poor thing! NR on 3 and Hicut on takes...

Power will be the same in CB mode, It just affects the frequency coverage.
Power can be controlled by adjusting the power control or mic gain on front panel.
