Probably a bad memory capacitor, the 1000uf on the microprocessor board. I would replace both the 1000uf and the 470uf, they are both on the 5v line, also make sure the glue on the caps is cleaned off, it can get conductive and cause that too.

The brown wire and resistor/transistor mod is a Factory mod, and should be left intact.
Later versions of the radio incorporated the mod into the main board.

THe HR series also can have bad caps on the display board.
THere are 3 electrolytic caps on the display board.
I would replace all 3.

THe simplest test would be to make sure the coil side(s) have continuity.. If they are burnt open, they are bad and wont adjust. a simple ohm or continuity test would prove that.
An LCR meter test would be the best.
