A factory 2995DX would average around 150 watts PEP. As always the problem will be that someone messed with it. I would start with an alignment to see what it could do. 20 watts on LSB almost sounds like the radio is not triggering the built-in amp.

I have a PC76 on the bench needing an ailgnment. It has the PA-340AC board in it. I know it is similar to the Cobra 29 but this one has a VR7 in it near the antenna jack and I canot seem to find an alignment guide that details this board out.

Has anyone purchased transistors from ICA Manufacturing? I used my last 1969 and 2166 last night and was looking to find a few to keep "in stock". I saw that ICA has both in the HG line instead of the Mitsubishi line. I want to trust it but you never know.....

So, I fixed the power problem late last night. The driver bias is still at 25ma and will not go lower but I am willing to accept that for now. What I found was that one of the finals was bad. While it would align with a 50ma bias setting (100ma combined) it would fail once the radio was in TX...
