What bothers me is they make exemptions.
I really don't care what your job is, we are all Human beings. If operating a radio with a microphone is going to distract me while I'm driving, a police officer will be just as distracted. If they want to try and way "he has been trained to use his...
I think all of the DIN sized radios will have a front mic because they are designed to be mounted in dash if the user so chooses.
I think your best option would probably be to look at the Lincoln II. That seems to tick all of the boxes you are looking for.
There are adjustments on the board to calibrate the multipliers. I have compared a 50 watt multiplied and a 500 watt next to each other and they are spot on with each other. You just need to make sure the calibration is correct.
Also there is the possibility of one of the slugs being out of...
Any scans I can find of the schematic for the radio look like they were scanned with a potato. That makes it very difficult to figure out the wiring. Also I don't know if the D104 is compatible with this radio.

Here is the service manual...

If you're talking about the "key test" he did, that's fine. They were tested with a 20:1 swr at Cobra for something like 20 minutes. I can't remember exactly, but I was pretty shocked. It was in the 148 GTL manual somewhere.
It uses the PC-385 main board.

Here is the block diagram from the Uniden Washington with the same board.
