No, I don't believe so. It strikes me as a Cybernet radio, and I think this is most likely the service manual that would work for it.

Set the dead key of the radio with the amp on so that you see the output dead key of the amp on full power to ¼ of the swing. The amp will run well, sound good and live forever.
Of course you can't. It's most likely a custom exclusive part for that manufacturer. They don't want the board to be repaired, only replaced.

I found a pic of my old Galaxy Plus. I swapped the counter LED's to red, but never got around to the channel LED's.
