Do not be upset or surprised when you see the VOID decal removed. As per Dustin's link to adjust the internal RF Power, I did adjust the Low Power Control to obtain the required .5 watt using a BIRD 4410A Wattmeter. I did not touch / adjust anything else.

OK, now I got it. You had the Dosy Meter prior to buying the radio and when the radio arrived. You checked and tested and verified sideband was "out of whack" and the CB / Radio Shop would not authorize you to return the radio to the shop.
