the best I have found for this radio is using the relay talk back mod. it would be too hard to try to explain it to you . the best thing you could do is but the talk back mod you have to add to the radio. I see them ever so often for sale on the bay.

see if there is a diode and resister right at the side of the relay. years ago I had an olkd radio act like this and found a diode and resister connected in line with the relay . both were bad and would short of the radio and blow the fuse. the one I had there was a 1amp fuse so that helps to...

I do remember the diode I put in its place was a svc-251spa diode. I believe thats the right part number.

I have one of the ST 4 pin versions that the channels work well in. I had to change the varactor diode with one that came in a galaxy radio. that made it work better. in fact I have a L kit in it and it wotrks 40 below and 40 above the regular 40 channels now. not sure if it would help yours but...
never had one give out any rf noise. I have installed about 8 of them so far.
Nomad does more repairs than I do so he may chime in if he has a problem with any other than not working.
forgot to mention most are about the size of 2 packs of cigs put together so they fit just fine inside the radio.

I just repaired one a few weeks ago that I had to look hard to see the trace blown.
so get some strong glasses and a bright light to inspect the traces.
