    Mic volume set too high? Frankly the side mic 29s were made starting about 1980. CB us basicallt toast anyways. Buy a front mic panel Cobra 29 year 2010 or newer for about $35 used on eBay. Heck, you may get $15 for old mic on eBay too.

    For a base station Flat land about 20 miles. Skip can occur but you need at least 100 watts for many contacts.

    Switching power supplies are reliable, but 30mv ripple is high. I prefer Astron linear power supplies with 8mv ripple. However, as a replacement in high power base CBs a switcher fits and cannot be beat.

    Sounds like a bad final amp. I think 35 watts PEP out is too high for the final. Perhaps a heavy duty replacement is available/

    Radio is feed pure DC, there is no ripple current. Even if an audio buffer 1/2 watt audio is loud and cap should survive any audio current. I think you bought a bad capacitor.

    Hex antenna is only 5.5dB gain and needs a rotor. Sirio SY27--4 is 13dB gain and less money.

    Excessive ripple current? This cap brand you used can have as low as 105ma Ripple current. I would use Panasonic part number EEU-FS1K470uF 47uF 80 VDC rated at 490ma ripple current.

    Only solution is a crystal heater kit. Wire it to operate when radio is turned off and keep power supply on.

    Noise is not likely thru the power wires. It is in the air with a watt or so. And, length of the LED string makes a good transmit antenna. Electric company cannot do anything about it.

    The FCC stopped enforcing noise from electronic devices over 30 years ago. The whole US is trashed by switching power supplies. S3 is now S7 if lucky and normally S9. Your only option is the MFJ-1026
