I believe he is saying use the typewritten dimensions that are on the big daddy instruction sheet and not his hand written notes.
those hand written notes were an idea he was working on using a software to model the antenna which did not work out.

if the cap has a lump on it, it has likely failed and the inside has leaked a bit.

u are new here and hopefully not a troll from years past or u will already know that this radio forum is very strong with 10's of thousands of members and the forum views the radio hobby as just that- a radio hobby period.
back then(before 9/11) you just put electronics in your suit case and more often than not no questions were asked. even if u were questioned about radio equipment , it didn't lead to anything more than that.
even today u can probably fly with radio equipment. but i haven't flown much lately...
