To my knowledge, the only one that works on both 2m and Airband is the Vertex VXA-700.
And it's a completely terrible airband handheld.

The biggest change is from 4w to 100w. 100w to 200w will only yield +3 dB, and 100w to 400w will only yield +6 dB. 6 dB is approximately 1 s-unit...
RF ground is not the same as an electrical ground.
You should ground your mast to a copper clad steel rod pounded in at the base. You should then run #6 AWG wire from that rod, to your electrical service grounding rod. Every 6 feet or so, you should pound in another rod.

I don't think you'd notice too much degradation with a 102" whip on the toolbox. The radiation pattern would be skewed slightly, but the majority of the whip would still be over the roofline.
811A is one of the greatest HF transmission tubes ever made, in my opinion.
It's inexpensive, rugged, has good heat dissipation, and most importantly, it's plentiful.
