Just measure the voltage. On my DX40 with dried out caps, a cap that was supposed to be 400v, was bouncing between 200v to 500v or so. After replacement with modern equivalents, it now stays steady at about 402-405v.

I don't think you'd notice too much degradation with a 102" whip on the toolbox. The radiation pattern would be skewed slightly, but the majority of the whip would still be over the roofline.

811A is one of the greatest HF transmission tubes ever made, in my opinion. It's inexpensive, rugged, has good heat dissipation, and most importantly, it's plentiful.
