Cobra 29 High Power mod with 2sc1969 transistor

Nothing was said about reversing the emitter and base on the 1969 transistor. I tried the mod and it didn't transmit. I then reinstalled the stock 2029 transistor and it still doesn't transmit. I then researched the data sheets on the two transistors and noticed that E and B pins are reversed...
