2m + 70cm nmo

Those two things, high gain and short length, just don't fit together. Pick one or the other, can't have both. Then again, it just depends on what you call short. A typical 5/8 wave antenna on 2 meters is something like 3.5 to 4 feet tall. On 70cm, about a third of that. Or, a vertical array type antenna, one 1/4 wave stacked on top of another, can range from about 3 feet tall to over 6 feet tall. All of those would result in gain.
One easy way of finding out which has gain and it's length is to look at the 'AES' catalog. You don't have to buy from them, just look at the antennas. Other places have catalogs too, look at any/all of them.

High gain + short length doesn't usually belong in the same sentence. What is the max length you are trying to limit your antenna to?

2' - 3'. i have a 2m antenna that covers 2m and 2m only. it works great but, the down side is its almost 4.5' tall!
iv been looking at phantoms but i see there gain isn't gr8 + no dual banding (that i can find)

One antenna that I've had luck with is a Comet 'CA2x4SR', a dual band, 2 meter and 70 cm antenna, either NMO or 'PL-259' type mount. It amounts to a two 1/4 wave 2 meter, and 3 1/4 waves (or 4?) 70cm vertical array. Overall length depends on the mount type, but something on the order of 40 - 42 inches. It's major draw-back (for me) is that it's stiff, doesn't bend much at all. It's definitely comparable to a 5/8 wave on 2 meters (I have two of those on the car too). Too tall? Put it on a fender (I've done that too).
That's not the only option you have, just one of them. I can say from use that it does just fine for my area of use, can't say for others since I haven't tried them.

I second the Comet CA2X4SR. I have the one with the PL259 mount and it is still going strong after almost a dozen years. Not many antennas last me that long.

I third the Comet CA2X4SR. I have it mounted on the fender of my van and works great. It is about 2" to tall so it hits the header everytime that I pull into the garage. It bends enough to allow it to get in fine. It is very stiff though.

that comet looks like a good one, i have no problem removing the stock AM/FM antenna and mount and putting the comet there in its place for 2m + 70c tho i am not sure if this antennas needs a ground plane? if so may i just attach a 1' flat braid wire to the hood to insure a ground? i dont own a 2m swr meter nor have i ever needed to use one.

i been looking at this one: Laird Tech TRAT1560 - $69.95 : The Antenna Farm :: , Your Two Way Radio Source!
and i have already a 70cm radome, but im trying to use less antennas

Forget that antenna. It's a low visibility antenna and it has low performance, the whip is only 3.3 INCHES long, not to mention the fact it is mono band and will not tune to the 2m band and even if it did it has only 1 MHz of bandwidth. Two meters is 4 MHz wide. Soooooooooo many reasons NOT to use that one. These ones cover 2m but again I would not bother to even consider one.

2M Phantom/Disguise Antennas : The Antenna Farm :: , Your Two Way Radio Source!

Those style of antennas are meant for either low profile comms like police surveillance or a ham with a nagging wife that hates antennas. :D

I'm using a 5/8 wave 2m mobile nmo antenna, its as tall as the wilson 5000.
