Another FT-990 problem

I bought this rig brand new in 1991 and it is finally starting to show its age. The problem I am encountering is the slow rise to the desired power setting when the key is depressed. That is to say is isn't crisp but instead it has a slight pause and then a rise to the RF setting. It is not chirpy. Just a soft rise to power. I have verified it with another receiver as well as on the power meter. The problem is present on all bands with antenna or dummy load, so I think it is in the rig itself. I have had all the boards out and the contacts cleaned. Beyond that I have done no more troubleshooting.

As I have stated before I have very little experience with solid state electronics, so the remedy may be out of reach for me, but it's worth a try. Any thoughts as to the origin of this problem?
