is there any simple way to make a antenna tuner to get my swr's closer ive tried to adjust antenna with shortening the whip and even using a longer whip and cuttin it down can only get 3 match i also tried adding and shortening my coax. thanks,

What kind of antenna?
How and where is it mounted?
What is the swr reading on channel 1 and channel 40?
This gives us something to go on.
I think you'll need to supply a little more information about your antenna before any advice is offered. There are several ways of getting a better impedance match, but I've no idea which would be applicable in your set up.
Using a tuner there's two ways to go about it. One way is to put that tuner at the radio end of the feed line. It'll make the impedance transformation there and make your radio 'happy'. The problem with that is that the mismatch is still present, nothing has changed it. The other way is to put that tuner at the feed point of the antenna. that means you've eliminated the feed line as part of the problem and are changing the antenna's impedance to that of the feed line. That's basically the same thing gamma, beta, hair-pin matches do. The hard part with that is getting to the tuner to make adjustments. It can certainly be done, it's just harder to do.

when you say "it down can only get 3 match" do you mean not below a vswr of 3.0 ? if so you probably have a short at the mount . is the nylon spacer properly installed on the mount ? we need a pic of the actual mount on your vehicle .
if you meant 1.3 your vswr is fine .
