You do it in the service menu. I did it to mine but I don't remember which setting it was............I did however find the info here on WWDX somewhere!
I DON'T recommend others messing with the service menu as we have had a number of members now who bricked their radios trying to do this. If you go ahead, write down ALL the service menu values first. Then change the values of ONLY the AM deadkey setting; some of the other settings require expensive equipment (such as a Signal Generator) to set. If you change them and don't have the required equipment you will brick the radio. Proceed at your own risk!
Guessing the following:
AMOD is AM modulation
APWR (H) is AM power high
FMPWR (H) is FM power high
SSBPWR (H) is SSB power high
SSBANL is SSB modulation
I remember Bells in one tune up report did say radio only has a high limit pot.. he set it to 8w, so low is about 1-2w and showed swinging to about 15-17 which was good for amp usage.
