We call it hollywood carry. Because every time someone pulls a gun in the movies, they camber a round. Unless they're not serious at first, then they chamber a round when they get serious. If they are real serious and the movie is real bad, they will chamber yet another round to get the desired results.
That guy in the video carried in Riverdale. Riverdale is right next to Ogden, about 25 miles north of Salt Lake City. He stated that he called the police dispatch and let them know what he was doing. Smart move there. I live 30 miles north of Riverdale and open carry a .460 S&W during deer season, and a Glock 20 when I go coyote hunting. Never been bothered except by a game cop that wanted to know the caliber of the Glock during deer season before I bought the S&W. That was just because our law states that a handgun used for deer must develop 500 foot pounds of energy at the muzzle and a 9 mm or 40 cal won't.
Concealed carry is done chambered and ready to fire.
