Not wanting to re-inflame this discussion, but this graphic shows with significant clarity the extent to which this proposal will reshape privileges.
I can only say that it makes very little sense in arguing if passed this will stimulate techs to upgrade. Why bother when nearly everything including the kitchen sink is being given away in the bands proposed for change at minimum preparation.
I still struggle to grasp much of what there is to know and learn, and although cw code was not required of me to obtain my license, the word "privileges" still came as having that meaning for me when I sweated the general test.

Again, I personally hope the proposal fails.

It's simple, any Amateur that remains in their current class through failure to test to the next level by choice does not have any interest in the expanded privileges of the broader classes.
