BPL- A UN mandate ???

I was reading about the FCC denying certain complaints registered by the ARRL against BPL

And I read how they really are enthusiastic about bringing BPL to completion despite certain concerns from Amateur radio. I think Amateurs may be fighting a losing battle as the desire for implementing BPL goes higher than the FCC. I was doing some research on the ITU of which we subscribe as a nation. The ITU is a member of the U.N.. The organization is part of a UN project called WSIS. The WSIS is goaled to impliment global information to all nations via internet, radio, and television. It is to be used as a tool to implement The UN Millennium Development Goals (MDGs) http://www.unmillenniumproject.org/goals/index.htm It has even set forth curriculum to be taught in schools and suggestioins for governments of the world to teach their people regarding issues in society. It is hoped to be fully implimented by 2015. It is this group within the UN that is pushing for all nations to encourage all new forms of high-speed internet in all nations including any new forms of Broadband.
After reading this I wonder if our involment with this agenda through our involvement with the ITU and the UN will cause the FCC to go through with BPL despite concerns by the Amateur and other spectral communities within our nation. Below is a quote from the agenda of the WSIS taken from its own website. -

Develop and strengthen national, regional and international broadband network infrastructure, including delivery by satellite and other systems, to help in providing the capacity to match the needs of countries and their citizens and for the delivery of new ICT-based services. Support technical, regulatory and operational studies by the International Telecommunication Union (ITU) and, as appropriate, other relevant international organizations in order to:

1.

broaden access to orbital resources, global frequency harmonization and global systems standardization;
2.

encourage public/private partnership;
3.

promote the provision of global high-speed satellite services for underserved areas such as remote and sparsely populated areas;
4.

explore other systems that can provide high-speed connectivity.

Below are some areas of responsabilities for enforcement and helping the WSIS to be implimented globaly. Notice the ITU involvement-

It seems that there are things that take place that are being decided by more higher sources than our Government agencies. We have complained about the FCC in this matter when in reality the FCC is just part of and following a UN dictate. And may do so regardless of our concerns.

It is more a matter of $$$ and powerful industry lobbies in Congress. The FCC of today is made up of politicians, not technicians. The single hope we have (and, I believe, a valid one) is that wireless technologies will make BPL obsolete almost before it gets off the ground. Already some cities are opting for wireless internet protocols over BPL because they recognize that wireless is much faster and efficient. Bottom line: competition will kill BPL because it simply cannot compete with the speed and cost of wireless. Eventually, your CELLphone will be your computer. Wire-bound internet is doomed! Just a matter of time, and a lot of providers (power companies) are aware of it!

By wireless do you mean sat. ? If so they have problems in areas of cost and efficiency. DTV costs $99 per month. Not sure of other companies. And then you have the problem of bad weather knocking out your signal.
