What the heck? Those are some weird dimensions! Maybe you have a "mix and match" antenna. Just another question for the manufacturer. 7-3/8" shy of 24' and 1' 4-5/8" longer than 22' starts a new ball game and more questions. With the tuning rings loose, maybe you received a returned antenna. Please keep us posted of the VSWR readings.
