No idea if that particular 'matcher'/tuner works or not. My 'off-hand' thought would be that it probably doesn't, but that's because I don't know anything about the people who make it.
If I were looking for such a thingy, I think I'd have to go with 'MasterChief's suggestion. Or at least something from a 'name brand' company.
Absolutely nothing wrong with using a tuner ~if~ you do what you can with the antenna first. You want to make sure that you stay within the tuner's power and impedance range ratings, but that's just common sense, right?
