Um "segment"?

Or "digit"? No way to replace "just one bar" on a 7-segment LED digit.

Depends on the pc board. And how accessible it is without tearing down the front panel.

Lotsa variation on those two points. The easiest and the hardest are pretty far apart.

Add to this the use of double-sided pc boards in newer radios. This makes removal of the old LED digits a bigger hazard. Too easy to damage the 'through-hole' metal sleeve that lines the inside of each hole. It serves to connect the foil pad on top to the foil pad for that hole on the bottom side. If even one pin of the device you remove still has solder adhering it to that sleeve, it can get pulled out of the board still attached to that pin. When this happens, the new display will have dark segments that refuse to light up. Not an improvement, generally.

This is why we refused to do the "Change My Channel Digits To Blue" jobs back in the late 90s/early 00s. Too much risk of collateral damage.

Have you made sure the problem is not a bum resistor attached to the pin for that segment?

You're removing the board to replace it, there's no other way around it.
I've been looking at it real close thinking if i can snip the pins close to the segment closer to me not the board then i can pull each pin while touching with a soldering gun new segment doesn't get here until next Weds so i'll wait
