The most direct way to measure them would be with an LC or LCR meter. Lots of them available for under a hundred bucks.
You could also parallel a choke with a known, good, stable capacitor and use a grid dip meter (or something similar) to measure the resonant frequency of the circuit. Then determine the value of capacitive reactance (you already know the capacitance), and then calculate the amount of inductance that will provide the same value of inductive reactance.
I used the latter method LONG before LCR meters were available at reasonable prices. And with a slide rule!:blink::blink:
