Doesn't mean that there is a part failure here. That could be the result of a receiver that is slightly out of tune/alignment. If there was a problem with the AGC; then all signals would be loud and others louder and distorted. I don't see that here - at all.

Some signals should be weak on the S-meter. If there wasn't a variation, then I would be concerned. Not all signals that reach a radio are equal by any means. They are anything but equal.
