Sometimes a good finale is all you can expect out of an old radio like that. I have two 148's that are still in their prime. It could be the pll or a dozen other things.
Have you tried another microphone to make sure that's not the problem or if the CB/PA switch is ok? It's usually something simple like that. If so then check the board over very carefully for cracks across traces or cold solder joints.
It could be a lot of things. It would be impossible to diagnose and fix your radio from here - unless you were a lot more specific about details that you haven't even mentioned,.
It could be that the PLL voltage is too high or low - which would unlock the PLL. It may well just be in need of a full alignment. So hard to say from what you have said here.
Since it is a radio that is worth fixing, using, and keeping - I would suggest that you send it off to a shop nearby that can do it for a fair price that has a decent reputation for service.
