Cobra 29 XLT Classic Alignment Basics

I just put the Cobra 29 that my company had in the truck i drive on the bench, just to see what it does. It is a new 29 from China. It is still out of box stock. It deadkeys about 3 watts, PEP meter swing is only 10 watts with 1000hz tone. On the scope and modulation meter, it flat tops at about 65% modulation on the meter. I havnt fooled with one of these yet, mainly played with the Galaxy type setups. Is there a bias adjustment that I am missing? To get the radio to do 4 watts, that pot has to have the slug almost falling out to hit 4 watts. Can anyone tell me what the steps are to align and peak this?
