D&A Triple Stage Phantom voltage

My brothers 10 tube Phantom popped fuse and as I was checking amp out I have run into something that seems unusual it has voltage running on top of the tubes all of the time like a Heathkit it has the three stages by switching switches voltage is on low 400 all tubes, medium 400 on 4 and 900 on 6, high 900 on 10 this is quite different from our other Phantoms which do not show voltage on top till keyed up. Found that fuse problem was caused by a bad tube and plate choke replaced tube and choke and amp works great if I had not checked amp out we would have never known that this amp was different than other Phantoms my brother has used amp off and on since last summer. Is there any specific reason for this change? Seems to me that running voltages on top of tubes all the time would cause tubes to not last as long but being new to this I am asking for advice or input please. Thank You
 

Those old phantoms have been around so many years, gone through so many different owners it is hard to know what has been done to it.

Take a look at the cathode of the tube, see if they are using the relay to switch the cathode in and out of circuit.

Or they may have just by passed the relay and left the HV on the tubes at all times, hard to tell.
