DAK IX modulation but no power

well i picked up a DAK IX and it receives good, shows modulation on radios mod meter, shows plate power but no Power, also the swr isn’t functioning I’m guessing because no power. I tested both tubes and they test 100+. I tested some voltages and can see a change when keyed and then speaking into mike.
We’re might I start looking?
