There are no CB's that can do that.  What you're describing requires a radio and a GPS and a way to transmit your position, speed etc. on a periodic basis to other radio stations that are listening, recording, and reporting it to a database that can be polled by an application to do the tracking.  All of that exists with APRS enabled ham radio, but not on any free services like CB or FRS.  Tracking taxi cabs, delivery vehicles, fleet vehicles are all done on similar, but different technologies.  All of the major wireless telco providers also can also provide this capability for companies that want it.
