Fake cell phone towers

It would be useless to have such a tower up unless it has the additional hardware, software, and other infrastructure to listen to anyone. Then the laws of the land also keep any other party other than the US Gov't permits to use that system. Finally, having a system up such as this, it is no way means that it is being used to listen to private citizens conversations. Unless it is proved otherwise, it is of no consequence.

In fact, if anyone wanted to listen to others' conversations, they would not need to go to those same lengths to that end.

Home Land Security
Hitler's,I mean Obama's Jack boot thugs are maybe getting ready for national internal civil unrest because of the socialist policies O and Hitlary, oops Hillary and all of those crazy liberals who have a need to control, love someone, wanting a police state but which citizen's rights stripped away.
Seriously, the cell towers would have to duplicated in great detail. And then, you could send out a not so great/annoying friend to investigate one of these sites and wait to see if men in black show up and pounch on them. :)

The reference about the phones have to be turned on is false. Even if your phone is turned off it is still accessible via the tower networks.
If a person (Law Enforcement) wants to find you bad enough they can "Ping" your telephone while turned off and get a fix on your location with out even the barest hint of a warrant.
They simply declare a "Law Enforcement Emergency" and you get pinged. We all know that triangulation gives a pretty good fix on your location.
Have you ever had your phone turned off and for no reason at all it gives an auditory indication short duration beep or some other noise?
If so you might have been pinged. Get out the tin foil hats now before it's too late.

Maybe some newer phones are different but if the phone is turned off they cannot ping it. They usually reply by saying the phone is tuned off, they then give a rough location of the last ping. Some carriers are good at a narrow location and some suck, it can be from 30-3000 feet.

Also the only ones that can ping a phone is that carrier service, Sprint, Verizon, AT&T, and so on. Law enforcement cannot do this on their own, they have to call the specific provider and request it. If the service provider does not deem that situation an emergency they deny the request. Happens every day. The sky is not falling and there is not a boogy man in every closet.

This is what I have seen first hand. If these carriers can ping a phone while turned off they do not do it for local law enforcement.

I did not infer the law enforcement agencies could do this on their own.
The provider can not decide as to whether or not to ping the phone because they deem it not to be a law enforcement emergency. It is given as an order by law enforcement which must be obeyed or the person and the company could be prosecuted for obstruction of justice.
If a private citizen calls up and request this action with out the proper credentials they will get a knock on the door.
