If its a 14B board, most likely it has the large frequency counter board. If that's the case, it's OLD and some (or all) of the electrolytics may have gone bad. They had their issues, but can be repaired. There is also a crystal on it that MIGHT have gone bad, but you'll have to do some poking around to see what the actual issue is.
There are a couple variants of the board, but for the most part they are the same.
