Sorry Moleculo,
I am new to this CB stuff and certainaly have probably said the above mentioned terms incorrectly.

I use a bird meter and it has a switch, the down position I thought was RMS, and the up position was swing or PEP. I know this is a very high quality meter but it was given to me by my grandfather, otherwise I would have a cheap inaccurate radio shack or off brand meter.

I will not be offended if you help point me in the right direction as far as the terminology and reading this meter.
