Ground Plane Kit for I MAX2000

Where exactly does the ground plane kit with the 4 radials bent down at 30 degree get attached on the antenna bracket of the I MAX2000?
At the top U bracket or on the bottom U bracket . Is it even important which U bracket has the radials ground plane kit attached ?
 

Goes on the bottom. Will focus the antenna and help remove some TVI/common mode current. You can use guy wires and insulators to make it a ground plane - you can make them 104 inches long . . .
 
someone will correct me if im wrong but i believe ground elements should always go below the matching network which is at the bottom of most omni cb antennas
