Just got a ground plane kit for my a99 clone, but It's a used kit. It looks like it would work ok, but the ground radials look really old and discolored. Can I switch these ground radials with francis antennas that are 5' long? Will they work just as well?

I don't think either one will work.

From what I have seen posted around on different forums, the ground plane kits offer no benefits.

The ground plane kit(s) as i use them for my Imax 2000 will lower the angle of radiation.
No need to explain what that does is it?

Further the Imax 2000 i added some longer radial, using the antenna from 18 mHz up to 29.700
Just worked SV2HT in Greece from Holland on it on 10 meters, 100 watt without the use of the Heathkit SB-1000.

On the FD-4 the signals were there too, but the vertical won.
