most of it is way more than work than i would go to for a base unless i was having big problems . but there is a lot of good info for just doing a simple cb setup .
 
Well this is the way I do my stuff but some say it is over kill and others, mostly my neighbors, say it helps with bleed over to thier TVs and other equipment in thier house. Ok for starters, the antennea should be grounded. To do this I use a piece of solid copper any gauge wire, and ground directly from the antennea to the tower or mast then ground the tower. To ground the tower I drove 3 copper rods 1 off of each side of the tower and 8' out from the tower then running the same copper wire out to each rod and to each leg of the tower.
For the radio and other equipment I run a copper braided ground strap to the chassis of the radio or if you can open the radio and ground directly to the board ground ( you can find this by looking for a piece that goes from the board to the chassis) and run it to another copper rod (not one of the ones for the tower). you can do the same for all the other equipment (the amp, meter and switcher). Just take your time and do it right.
It may sound like alot of work but it was worth it to me as I had neighbors who didn't care for me and my hobby until I did that and since I have not had any complaints.

There are two different kinds of 'grounding', safety grounding and RF grounding. The safety grounding deals with not getting shocked by improper wiring, lightning, etc. RF grounding deals with the types of antenna used. Most typical antennas don't require an RF ground. If the antenna end of the coax connects to two 'things' (vertical element and radials for instance), it probably doesn't need an RF ground. Lots of "if's" and "buts" in that so do all the applicable reading you can about it. Unfortunately, there isn't a "one size fits all" thing about grounding, just depends on what you have to work with, sort of. Have 'fun'... lots'a 'fun'.
