A lot of it depends on just where you live, but I'd take a good look at the NEC (National Electrical Codes) about tower grounding.  You have the right idea but there's more to it than just what you said.  Safety grounding for lightning, etc, is one of those things that you can't really over do, more is almost always better.  That NEC is the minimum.  You are the only limit to the maximum.  So, do the minimum and then quit when you have to or just want to.
