I think the 0 watts is due to the mod in the radio not having enough amps or volts for it to function properly.
Even though you are seeing the same SWR on all frequencies there is a difference. It has to be in the antenna system as to why you are seeing the changes in wattage.

On the dummy load is it the same on all channels? It should be.
