There is no swing with FM.
You are modulating the frequency, there is no Amplitude involved.
It is the amount of deviation from the center of the frequency that contains the audio information.
Amplitude Modulation you transmit a carrier and then modulate the Amplitude of that carrier.
Power increases and decreases as you modulate the carrier.
When using FM the Carrier remains constant and you modulate the frequency of the carrier.
How " loud" you are is determined by the deviation of the carrier from the center frequency.
You have less interference problems with FM.
If you increase the deviation too far you actually get too wide for the pass band of the RX in the radio.
